As the importance of the region increases in the globalizing world, both generalist and specialist knowledge about Southeast Asia become critical to the world and the region itself. In that sense, Southeast Asian studies as a knowledge construct transforms itself into a lived reality, especially for the Southeast Asians themselves.

Only a multidisciplinary approach could capture these complexities embedded in the societies of Southeast Asia. In Vietnam, radical changes to health care accompanied the overthrow of French colonial rule in 1954, land reform, and agricultural collectivization. A socialist health policy was instituted based on principles of preventative medicine, combined use of Western and traditional medicine, and popular participation. The health system was highly decentralized and focused on the commune health center. Decentralization was consistent with socialist principles but was also a practical response to three decades of war (1945–75), including heavy US bombing in the last decade. From the health perspective this translates into self-serving, urban and elite-centered ‘enclave’ medicine that is reliant on Western medical education and technology.
In Mongolia, for example, 75 percent of agricultural land is allocated to the rearing of livestock, such as sheep, goats, and cattle. Participants issued the Hanoi Declaration in which States pledged to intensify their efforts to address arms smuggling, and to intensify consultations with NWS with a view to their accession to the Protocol to the SEANWFZ Treaty. The Hanoi Plan of Action, also adopted at the Summit, also called for the convening of the Commission for the SEANWFZ to oversee implementation and ensure compliance with the Treaty.

The facility opened in the late 1950s, when the steppes of Central Asia were part of the Soviet Union. The world’s first artificial satellite, Sputnik 1, was launched from Baikonur in 1957, and the first spacecraft to carry a person into orbit was launched in 1961. Today, the Baikonur Cosmodrome is in southern Kazakhstan, although it is leased to and maintained by Russia.
